Croydon parking - Council are barking

Croydon council have decided to put up the cost of residents permits and, rather more importantly to extend the parking restriction times from 9am-5pm to 7am-7pm inclusive of Sundays. Allegedly this is in line with the Mayors public transport initiative. My arse. Its simply a way to get more money from the residents.

In October last year i received two driving fines as i drove (accidently at the wrong time) along part of a tram track.

I recieved two fines of £50 which I paid. One of the fines was sent by cheques which the Croydon council took two weeks to cash - on the 15 Nov creating a late fine. I wrote to them on 27 November wanting an explaination which they chose to ignore. I recieved another fine at Xmas. I intended to pay however i then had a personal trauma, my mother died completely unexpectedly on 29 Dec, i had to arrange all the funeral through out Jan, My grandmother (her mother) then took an overdose and i had to arrange care for her and my poor Dad. I have also at the same time come to terms with a seperation. I cannot tell you how terrible things have been and the last fine was just not the priority in my life. However what is so frustrating is that the whole thing is faceless. You cannot talk to anyone. There is noone who can help me. I have now received a threatenaing letter wanting £205 or they will send in the heavy's! I want to be given the opportunity to contest this but there I still cannot find anyone to help me.
